Former Staffer Accuses Drug Czar of Ignoring Research

Recent years have brought a long overdue and richly deserved implosion in the Drug Czar's credibility. It seems the truth is slowly catching up with the entrenched drug warriors at the Office of National Drug Control Policy, as the U.S. Senate, the anti-drug community, and even former staffers have joined the chorus to demand accountability from one of Washington D.C.'s most insulated institutions.

Today John Carnevale, a long-time ONDCP insider who served under four Drug Czars, has publicly slammed ineffective supply reduction efforts and called for a redistribution of federal anti-drug funding. A press release from Carnevale Associates, LLC. entitled "FY02-09 Budget Emphasizes Least Effective Ingredients of Drug Policy" directly questions the Drug Czar's strategy and accuses the nation's top drug office of wasting resources:
A review of the federal drug control budget shows that the current administration continues to favor supply reduction programs over demand reduction programs to reduce the demand for drugs by youth and adults. Since federal fiscal year (FY) 02, the budget has emphasized what research has shown to be the least effective ingredients of a federal drug control policy. This translates into almost a decade of lost opportunity in achieving performance results.
These charges are just remarkable considering their source. While Carnevale remains committed to many of the most destructive aspects of the U.S. war on drugs, these criticisms of his former office reflect a growing consensus that ONDCP has become utterly divorced from reality. The office has simply lost its prestige within the anti-drug community and, with the flood gates fully opened, must now absorb biting criticism from every conceivable constituency. Once disgraced, the schoolyard bully can now expect to be kicked in the shin routinely and can't anticipate where the next challenge will come from.

Of course, our nation's costly and fantastically unsuccessful supply reduction efforts are just the tip of the drug war iceberg. But it is notable to witness drug war insiders beginning to come to terms with our failed international drug war diplomacy. By exposing ONDCP's propensity for ignoring research, Carnevale inadvertently reveals a great deal about how that office approaches basically everything.

North Dakota’s Licensed Hemp Farmers File Appeal in Eighth Circuit

FOR IMMEDIATE RELEASE: Tuesday, February 19, 2007 CONTACTS: Tom Murphy 207-542-4998 or [email protected], Adam Eidinger 202-744-2671 or [email protected] North Dakota’s Licensed Hemp Farmers File Appeal in Eighth Circuit BISMARCK, ND – Two North Dakota farmers, whose federal lawsuit to end the U.S. Drug Enforcement Administration’s (DEA) ban on state-licensed and regulated commercial hemp farming in the United States was dismissed on November 28, 2007, filed their appeal today in the U.S. Court of Appeals for the Eighth Circuit. Lawyers working on behalf of the farmers, State Representative David Monson and Wayne Hauge, are appealing the district court’s inexplicable ruling that said hemp and marijuana are the “same,” as the DEA has contended. The ruling failed to properly consider the Commerce Clause argument that the plaintiffs raised — that Congress cannot interfere with North Dakota’s state-regulated hemp program. Indeed, the lower court itself recognized in the decision under appeal that “the stalk, fiber, sterilized seed, and oil of the industrial hemp plant, and their derivatives, are legal under federal law, and those parts of the plant are expressly excluded from the definition of ‘marijuana’ under the CSA [Controlled Substances Act].” “This appeal is basically saying why can Canadian farmers grow non-drug industrial hemp plants to produce perfectly legal hemp fiber and seed commodities for the interstate US market, but North Dakota farmers cannot under North Dakota’s state-regulated industrial hemp program,” says Vote Hemp President Eric Steenstra. “The DEA has banned hemp farming for 50 years by conflating hemp and marijuana on very shaky legal ground while at the same time imports of hemp fiber, seed and oil are allowed. With North Dakota regulating industrial hemp, there is no reasonable threat farmers would be able to grow marijuana without being caught,” says Steenstra. Scientific evidence clearly shows that industrial hemp, which includes the oilseed and fiber varieties of Cannabis that would be grown pursuant to North Dakota law, is genetically distinct from the drug varieties of Cannabis and has absolutely no use as a recreational drug. Law Enforcement Against Prohibition (LEAP) Needs Your Help

[Courtesy of Law Enforcement Against Prohibition] When you filled out your membership form to join LEAP, you expressed an interest in volunteering some time to help spread LEAP’s message- and we’re taking you up on your offer! Last month’s volunteer email response proved that many of you are willing to pitch in for LEAP. Our College Gigs letter got over 50 responses from volunteers, and resulted in a response from 6 colleges. We can beat that! Here’s what we would like you to think about this month: Talk Radio Gigs Talk radio gigs are an important part of getting LEAP’s message across to a wider audience and allow LEAP speakers to reach people that may not otherwise attend a LEAP presentation. One interview can generate a lot of attention for LEAP and jumpstart a media campaign by tapping into unlimited availability of radio publicity. And that one interview can reach an audience of thousands. There is potential for tremendous exposure, through both traditional and Internet radio stations. Another great feature of radio is that the interviewee has more control over the content of the interview than in television or print. Repetition is hugely important in radio, and the LEAP website can be plugged several times in one appearance. Talk radio gigs are easy to book if you sell them the right way. In fact, it is easier to get booked on the radio than on any other media venue. Radio talk shows need content every day, so they’re constantly looking for authorities on different subjects the listening audience would like to hear more about. The best way to start is to focus on news/political shows, and visit each station’s website, to familiarize yourself with the station and its overall personality. The best results come from the best preparation. Once you have found the stations in your area that would be best suited to host a LEAP speaker, the first step in making contact is to understand the setup of a typical talk radio show: the important people to know are the producer, host, program director and news director. The producer is the person you will most likely be approaching initially. In your phone call or email, explain what LEAP is all about, but get to the point- fast. If you’re sending an email, the subject line should be crafted to catch the person’s attention quickly. For example, “LEAP Speaker Available for Interview” is not an especially attention-grabbing headline, but “Provocative Guest For Your Noon Radio Show”, “Local Bust Calls For Provocative Guest With A Different Perspective”, “Cops Call For Change In America’s Longest War”, and “Why Would A Cop Say That?” are much more eye-catching. The last four subject lines aim to intrigue the producer, and also pertain to topical information/current events. Please avoid using the word ‘drugs’ in the subject line, as this is a typical SPAM filter word that may eliminate your email from the person’s inbox. Another highly effective way to get the producer’s attention is to tie LEAP’s message to a current news story and how it relates to the harm caused by drug prohibition. For example, a local drug bust gone awry, the local area’s problem with controlling a specific drug (crack epidemic, meth labs, etc.), or even the waste of American tax dollars on an ineffective and harmful policy. Drug Testing Welfare Applicants Will Only Cause Horrible Problems

From the State of Virginia emerges this week's dumbest drug war idea:
Some welfare applicants and beneficiaries would be required to pass a drug test and receive counseling to receive public assistance under a controversial bill being considered by the Virginia General Assembly.

Under the proposal, which has been approved by the Senate, people applying for or in the state's job-training program, which is required to receive welfare, would be questioned about substance abuse. Those thought to be abusing drugs could be required to take a drug test. [Washington Post]
I can just hear the chorus of self-righteous legislators insisting that we mustn't subsidize addiction with public funds.

But I have a few questions. Who's going to intervene when a mother of four gets a false positive and suddenly can't feed her family? Will there be monitoring to prevent racial disparities in who is subjected to testing? How will any of this address the far larger problem of alcohol abuse?

If our society is going to offer public assistance to those in need, we cannot afford to shape such programs around the blunt instrument of urinalysis. When it works, drug testing tells you whether someone has used drugs. It doesn't tell you if they need treatment or whether their welfare check is being put to legitimate use. When drug testing doesn't work, it falsely accuses innocent people and subjects them to undeserved sanctions and stigma.

Even when it hits its target, the program just creates more problems:
Limited resources for treatment present another challenge. The state has a waiting list of 800 to 1,000, depending on the type of substance abuse service. The average wait is several weeks. Adding people to the list will tax government programs further, critics say.
This is the exact program you have to attend in order to regain eligibility for public assistance, but you can't get into it because Virginia's too busy busting and drug testing people to pay for treatment. The whole thing is just a massive escalator to nowhere.

Whatever one thinks about government assistance, it should at least be clear that infecting existing programs with the blind and corrupt influence of the drug war will merely ruin more lives.
