What the heck is going on in Licking County, Ohio?

There's something funny going on in Licking County, Ohio. According to the local newspaper's courthouse roundup, a bunch of people were charged with drug trafficking, but the charges don't seem to match the facts. Let me show you what I mean:
• Ti C. Warner, 27, last known address 381 N. Executive Drive, Newark, was charged with aggravated trafficking in drugs, a second-degree felony. The charge also carries a specification of selling drugs near a school. Between March 29 and 30, Warner allegedly was observed by Central Ohio Drug Enforcement Task Force buying a total of about seven grams of methamphetamine on two occasions, according to court reports. Both purchases were allegedly made in the vicinity of a Newark City school, according to court reports. Branstool set Warner’s bond at $40,000. • Sherry L. Runyon, 46, last known address 16328 Pleasant Hills, Newark, was charged with trafficking in crack cocaine, a fifth degree felony. On April 11, she allegedly was observed by Central Ohio Drug Enforcement Task Force buying less than one gram of crack cocaine, according to court reports. Branstool set Runyon’s bond at $10,000. • Kevin L. Barker, 29, last known address 9215 Lancaster Road, Hebron, was charged with aggravated trafficking in drugs, a fourth-degree felony. On March 26, he allegedly was observed by Central Ohio Drug Enforcement Task Force buying 1.64 grams of methamphetamine, according to court reports. Branstool set Barker’s bond at $10,000.
Do you see what I mean? These are people who were apparently caught buying drugs. And they are charged with drug trafficking? I don't know who is responsible for these charging decisions—either the Central Ohio Drug Enforcement Task Force or local prosecutors—but they don't seem to be supported by the facts. And here's one more bizarre charging example from Licking County:
• Kelly L. Mihelarakis, 32, last known address 633 Mount Vernon Road, Newark, was charged with permitting drug abuse, a fifth-degree felony. Between March 29 and 30, Mihelarakis allegedly allowed an associate to buy about seven grams of methamphetamine on two occasions. Both alleged purchases were made in the vicinity of a Newark City school, according to court reports. Branstool set Mihelarakis’ bond at $5,000.
Excuse me!? "Permitting drug abuse"? This person is charging with not stopping someone else from buying speed? This is a crime? You have got to be kidding. Well, my hat is off to the Central Ohio Drug Enforcement Task Force and the Licking County criminal justice system. With their apparently unjustified charging decisions, they are certainly doing their part to ensure that Ohio's chronic prison overcrowding crisis continues.

i know someone who was in the back seat of a car with 3 people and they found drugs in the back and charged one guy..he took it to trial because it wasnt his he got charged, the other 3 people are still out laughing.

Bryan Tackett who owned Brayn's Body Shop in Licking County was involved with people in this round up...he beat a lady nearly to death over $40 worth of drugs and is currently still doing prison time. Something seriously needs to be done to keep this kind of people off the street.

As I browse this site for the first time, it surprised me to find my own county make the front page. Then I read it, and wasn't so surprised after all. Cops around here are just ridiculous.

I'm not even going to get off on my usual rampage about our current state of affairs with government in general. Let's just say our Amendments are expiring, and the federal government has stepped just a smidgen, just a tad outside Article 1, Section 8 of the Constitution of the United States of Yesteryear.

law enforcement

I support law enforcement in their fight to better our communities. I know for a fact that "bad cops'', do exist in this world but not everyone who wears a badge is "evil" or "corrupt" as many people would be quick to accuse. I can give a crap less if someone that is busted with drugs gets a harsh sentence. I don't feel sorry for them one bit and I can never feel sorry for someone who does it to themselves. Drug users and dealers decide to live that life instead of doing something constuctive with their lives. If some piece of shit drug dealer gets caught with some meth or some coke, good, that means one less worthless junkie won't get his daily dose of shit to put in his system.

As for the charges, hey, let the users and dealers sit in jail for a while. As far as over crowding in our prison and jail system, I hear everyday someone getting arrested and sitting in jail. who cares. the law enforcement in this country is constantly fighting the same pricks everyday just so the bad guys can just get out and do it again. The court system is what I have a problem with. Giving a repeat offender community control for five or six months for selling kids, neighbors, hell, even possibly someone in your family narcotics. It's stupid for someone to blame law enforcement for these people getting charged with this. If you don't do anything to get your asses in trouble, than you don't have to worry about things like this. Stop feeling sorry for the people who are responsible for the decay of our society. Because it's the dealers and users that commit violent crimes to get money for drugs or to pay the suppliers. Not to mention that a person under the influence of narcotics can be extremly violent. Just keep bitching about these assholes getting charged with "bullshit charges". When one of them breaks into your home and beats you half to death and takes your shit to but a gram of meth. Of course then you'll be hoping law enforcement catches them and takes them to jail for a long time.

It's easy to complain about cops when your on the recieving end of a pair of handcuffs but when you need them, they are the good guys. Sounds a little hypocritical to me.

licking county laws are unjust and life ruining

I was arrested in licking county. It was my first offense and I wasn't even caught with anything on my person. The cops went and dug up fake evidence and are trying to charge me with multiple felonies. I am facing 15 years in prison for nothing and when it comes down to it they are removing an outstanding citizen from society. I have a college degree, good job, do community service and have never ever done anything wrong. I can't believe this is happening to me and basically the cops there are taking my life from me like i'm some kind of terrible drug addict/dealer person. I am not and find it so unjust. I can't believe how crooked the cops and system are there. Everyone beware of that horrible place and I advise all to stay away if you can and want to stay a free person.

I can appreciate your pain.....

I too was arrested in Licking County over 16 years ago on alleged drug abuse charges that were eventually dismissed by the 5th District Court of Appeals for lack of evidence. I also applied for a motion to seal records in the Local Court that was denied and eventually overturned by the 5th District Court of Appeals. The Court of Appeals indicated the “trial court abused its discretion and was unreasonable, arbitrary or unconscionable in denying the motion to seal records and directed the Clerk of Courts to comply with said ruling”.

When I look for employment, I consistently becoming a top viable candidate until a background check is performed and I mysteriously become ineligible for consideration.

Upon further investigation by myself, the local courts continue to post dockets ordered sealed on the Internet and it appears the courts did NOT send notification to the FBI regarding the sealed disposition of the dismissed case.

My free time is now consumed petitioning the FBI and BCI&I for a copy of my criminal history background check for personal review in attempts to ensure my civil rights are not being violated because incomplete/unsealed records are being used against me for employment purposes.

I feel like I’m spinning my wheels attempting to ascertain if my background information is accurate when reporting agencies such as the BCI&I and FBI, require an individual to challenge the record by contacting the original agency that submitted the information.

The local courts denied, fought, and appealed every action in this case that would have some type of benefit to me. And now it appears that they have ignored the ruling of Ohio’s courts by not sealing all records related to this case. Based on their past actions and their crusade, I am concerned that even if the FBI and BCI&I records are corrected, references on the Internet, and word of mouth will continue to prevent me from obtaining jobs that I am overly qualified for.

Good luck to you, and hopefully 16 years later u wont be dealing with unjust anf life ruining issues such as these.

Who is trumping up the charges?

I was not under the impression that it is the police, but the prosecuting attorneys office that decide what to charge people with. I have never been caught up in the court system personally, however I have known multiple folks who have and I am certianly under the impression, at least in Licking County, that we have some prosecuting attys trying to make a name for themselves. I think they are succeeding, but I don't think it is the name they were looking for.

There is alot of highly questionable things going on in our Licking County Court system. Jurys are partly at fault for letting them get away with getting convictions on trumped up charges with little or no actual proof of guilt. Until the general public gets wise to this and start making the prosecuting attys prove their case, it will continue to happen. People will go to jail and have their lives ruined when they didn't do it. Very sad and scary state of affairs.

What happened to our constitutional rights? It used to be scary to get arrested in a country where we did not have any, now it is happening here.

Baaaaad Town!

I went to Licking Memorial for detox, but after 10 hours in the ER waiting for Shepherds Hill to admit me, I left and detoxed myself. That didn't fly. Somehow the Licking County Sheriff's office was alerted, so they got a warrant for my urine. (When did we lose our right to privacy?) So, after 9 months of sobriety, I received an indictment charging me with internal Possession/Cocaine, a fifth degree felony. I've been on Felony Probation for almost 3 years now, with 6 months in prison over my head. All because I asked for help...

What is THAT all about? I know I am not from around your town, not even close, but even still, have NEVER heard such bureaucratic-bullshit and agree with you that this is by all means, a HUGE invasion of privacy and so glad you were able to detox without the help of such backward thinking hillbillies!

This is one destination I will be boycotting, for many reasons!
